The three flavours of WhatsApp
There are three ways to use WhatsApp, and they are not the same product.

The API is not an app you download. Templates and the 24-hour window
Two rules shape how messaging works on the API. First, to start a conversation you use a template, a message format Meta reviews and approves in advance. Second, once a customer messages you, a 24-hour window opens in which you can reply freely without a template. Replies inside that window are free.
How you are charged
Meta bills per conversation, and the rate depends on the category: marketing, utility, or authentication. Service replies within the 24-hour window are free. Do you need it?
You need the API when any of these is true: more than one person answers customers, you want to send campaigns or order updates at scale, or you are losing messages across personal phones. If you are a solo seller with light volume, the free Business app may still be enough.
