Why WhatsApp templates get rejected, and how to fix each reason

Meta reviews every message template before you can send it. Rejections usually come back with a short reason and no explanation. Here is what each one actually means and the edit that fixes it.

Key facts

Review time:
Usually minutes, up to 24 hours
Most common cause:
Wrong category for the content
Second most common:
Placeholder problems
Cost of a rejection:
None. Edit and resubmit.
Appeals:
Possible from the WhatsApp Manager
Repeated rejections:
Can affect account quality

How template review works

A template is a message shape you register in advance so you can start conversations. You submit the text, a category and a language. Meta reviews it automatically, and sometimes a person looks too.

Review usually takes minutes but can take up to 24 hours. A rejection costs nothing and does not delete the template: you edit it and submit again. Repeated rejections on one account can affect your quality rating, so it is worth getting right rather than guessing repeatedly.

The rejection reasons, and the fix for each

WhatsApp template rejection reasons and their fixes
Reason shownWhat it actually meansThe fix
Invalid formatPlaceholders are malformed, adjacent, or the message starts or ends with one.Number them {{1}}, {{2}} in order with no gaps. Put real words around every placeholder.
Incorrect categoryThe content is promotional but was submitted as utility or authentication.Resubmit as marketing, or rewrite so it only confirms something the customer did.
Abusive contentWording reads as threatening, discriminatory or misleading. Debt and legal wording often trips this.Remove pressure and consequences. State the fact and the action, nothing more.
Scam or potential scamIt resembles phishing: urgency, prize or account-problem language, or a bare link.Drop urgency and reward wording. Name your business and say plainly why you are writing.
Content not allowedThe subject is restricted by Meta's commerce policy, such as alcohol, tobacco, weapons, drugs, adult content, gambling or unapproved supplements. This will not pass by rewording. Check the commerce policy before rebuilding it.
Contains a threatLanguage implies a penalty, legal action or service cut-off.State the deadline and the next step neutrally, without consequences.
Variable parameters mismatchThe placeholder count does not match the sample values you supplied.Give one realistic sample per placeholder, in the same order.
Tag content mismatchThe header or footer contradicts the body, or the header uses a placeholder oddly.Keep the header a plain short line. Move detail into the body.

Before and after

Rejected: scam-like urgency

URGENT! Your account will be BLOCKED in 24 hours. Click here now to claim your reward: bit.ly/xyz

Three problems: manufactured urgency, a reward with no context, and a shortened link that hides its destination.

Approved: same intent, stated plainly

Hi {{1}}, this is {{2}}. Your subscription renews on {{3}}. If you would like to update your payment method, you can do it here: {{4}}

Rejected: promotional content sent as utility

Your order has shipped. Also, get 40% off everything this weekend with code SAVE40!

The shipping line is utility, the discount is marketing. Mixing them means the whole template is judged as marketing and rejected for the category it was submitted under.

Approved: split into two templates

Hi {{1}}, your order {{2}} has shipped and should arrive by {{3}}. Track it here: {{4}}
Splitting is usually the right answer, not a workaround. The utility message is cheaper and reaches people who opted out of marketing.

Getting it approved first time

Pick the category by intent. If the message exists because the customer did something, it is utility. If it exists because you want to sell, it is marketing.

Name yourself. Templates that identify the business read as legitimate. Anonymous ones read as spam.

Write realistic samples. Meta reviews the message as it will look filled in. “abc” as a sample makes the message read as nonsense.

Use full URLs. Shortened links hide the destination and attract scrutiny.

Keep placeholders surrounded by text. Never start or end the body with one.

The template generator previews how a template renders once filled in, which catches most formatting rejections before you submit.

If you disagree with the decision

You can appeal from the WhatsApp Manager, under Account tools and then Message templates. Open the rejected template and request another review.

Appeal when you believe the category was misread. Do not appeal restricted-content rejections: those are policy, not judgement, and repeated appeals waste time you could spend rewriting.

Common questions

Why was my WhatsApp template rejected?

Most often the category does not match the content: promotional wording submitted as utility. The next most common causes are placeholder formatting problems, urgency or reward language that reads as a scam, and subject matter restricted by Meta's commerce policy.

How long does WhatsApp template approval take?

Usually a few minutes. Meta allows up to 24 hours, and templates submitted outside business hours or flagged for human review take longer.

Can I edit a rejected template and resubmit it?

Yes. A rejection is not a deletion. Edit the content or change the category and submit again. There is no charge for a rejected template.

Does a rejected template hurt my account?

A single rejection does not. A pattern of rejections, especially for policy violations, can affect your account quality rating, which in turn affects your messaging limits. Fix the underlying issue rather than resubmitting variations.

Can I appeal a WhatsApp template rejection?

Yes, from the WhatsApp Manager under Account tools, Message templates. Appeals are worth it when the category was misjudged. They are not worth it for content Meta's commerce policy prohibits outright.

Why does my utility template keep getting rejected?

Usually because it contains something promotional, such as a discount code or an upsell alongside the order update. Split it: send the utility message on its own and put the offer in a separate marketing template.
